元旦前一日，曾用6年上訪的退伍老兵于海平，其遺體被發現懸掛在山西省信訪局大門上，死因尚不明。另一名曾參加過越戰的老兵也因多年上訪遭到監控，更屢次出現食物中毒症狀，如今他常為曾替中共賣命感到後悔。
在中國，越來越多人在被羈押期間死亡，遺體大多外傷明顯，有受酷刑的痕跡，警方通常稱死者是自殺或病死等以免責，並匆匆火化遺體，家屬也看不到屍檢報告，因此永遠無法查出死者的真正死因，也無人被追責。
10月5日是平度老兵抗議事件一週年紀念日。《寒冬》獲取的今年各地關於維穩的機密文件中，退伍老兵是主要維穩對象之一。通過訪問各省的一些退伍老兵，了解到他們受到當局嚴密監控出行受限，被拘留或軟禁的處境。
山東省的老兵們發現自己的退伍軍人身分以及相關福利被政府官員竊取後，爆發了抗議活動，暴力和抓捕事件也隨之而來，甚至波及親屬。
